No, not every artist does... some do.
But with Eminem it's extrme... he talks about how he wanted to rap SO BAD and how he loves hiphop SO MUCH but won't put out a record for the real hiphop fans... he makes music to get in the lime light and get hollywoods attention..... he's scared to just do a "hiphop" album.... it's all about the big show for him... I like him and think hes a wicked rapper but he's one of the biggest sellouts there is but tries to hide it with his 'clever format'...... cuz it works!
MF DOOM is on some original shit and wont change cuz he's true to himself but Slim on the other hand would flip his format in a heartbeat if it wasnt making him the whole worlds attention.

not to justify Eminem's format or anything, but he is probably THE SMARTEST rapper to do so
but dispite for good or for worse, controversy sell, and he understands that and hes using it to his advantage
Along with the controversy, he's dropping sick rhymes to match the controversy he's causing
So its not like he's saying FUCK ALL CELEBRITIES and spitting weak shit
He's saying fuck the pop world, but still ripping the track at the same time, while making money off his controversy
So its like...the underground fans hate him cause of that, but they cant really let him go fully cuz he's still an ill spitter
idk if u feel the same, but thats how I see it and I dont let it bother me
