It's absurd, there's no evidence supporting it, there's not even a motive (what did ODB do that would warrant being assassinated by the government? He was hardly influential or revolutionary). If Immortal Technique dies mysteriously tomorrow, then be skeptical of whether or not the government was involved (still research it and don't believe it until you have studied carefully enough to feel justified in your belief), but ODB???? Come on man....
