No! We need to do what Romania did (or what country was that? Was it Romania? Correct me if I'm wrong) and make all artists who want to make music get a liscense and if an artist sucks, no such liscense can be had

There was some country, and I believe it was one of the Russian satellites even if not Romania, in Europe where people have to get a license to be a musician and virtually the only people who could get a license were those who made that country's pop music.
