I would tell for murder and maybe robbery.
But over little shit like some kid spray painting "FUCK YOU!" on someone's car, I wouldn't unless I knew the person who owned the car.
I would NEVER tell concerning jail-runaways, or wanted drug dealers/suppliers unless it was meth or crack or some shit.
