I am not sure exactly what leads you to beleive Lil Wayne grew up in a suburban community.

At age eleven, he met Bryan Williams, rapper and owner of Cash Money Records. Lil Wayne recorded freestyle raps on Williams' answering machine; Williams would eventually mentor the young Carter and include him in Cash Money-distributed songs. He was adopted by Bryan Williams and raised him in the suburbs .
Wayne even admits at the age of 12 he moved in the suburbs
