So lately it seems like every damn song on the radio has a lil
Wayne feature on it, and it seems like it's been that way for a real
long time now, even while he was in JAIL! So basically what I'm asking
is who has had more songs on the radio than Wayne? Maybe jay?

In hip hop's history? In the early days, when there weren't so many choices, I can imagine Flash and the 5 or Kurtis Blow would win by percentage. Or Run-DMC in their prime. That is not counting the second "Rapper's Delight" came out, as they would have 100%.
If you're talking about total play-time, it's definitely someone from this era. I think Eminem has had more radio time than Lil Wayne, at least he has had here. He's been very popular for quite long now, and because he's a white rapper who's very popular, the spoiled upper middleclass preteens got a perfect balance between trying to be black and still not appearing to be trying to be black.
I really don't listen a lot to the radio, and it's not the same as in USA anyway, so I wouldn't actually know.

i used 2 listen to the radio alot and honestly...i barely herd eminem on the radio, just his singles....i've herd wayne songs from his singles, 2 unreleased tracks, to his mixtape tracks...even rock stations played prom queen by waybe...and i dont even live in the south so i can just imagine how it is down there so ima say wayne (unfortunately)...2nd is 2pac imo, alotta ppl out here love 2pac...it used 2 been 1 radio station who would play 1 hour worth a 2pac songs a day...no south music, like 2 commercials for intermission but its straight pac...da only reason y wayne has more songs den pac on da radio is kuz wayne releases a single almost every week...3rd is snoop 4th jay-z 5th is biggie

Because I was pretty sure he meant "What rap artist has had the most songs of all time?" and the answer to that question would be Lil B, if he qualifies as a "rap artist".
