2pac was dope and it's only the anti-trend idiots that deny that. No one else denies it. However, to call him top 10 all-time (though obviously just opinion) IS overrating him. There are PLENTY of artists who write FAR better than 2pac EVER did, have better delivery, better flow, get on better beats, have more charisma, a better head on their shoulders, etc., but what Pac did have more so than any artist I can think of is the whole package. I highly doubt, however, had he not died at the peak of his popularity that he would have been hailed as a top 10 emcee in the "real hip hop scene" as we call it (however, commercially he was already being dubbed the greatest to ever touch a mic, sort of like Lil Wayne is today). This has happened to all artists that have died. Some end up acheiving the recognition they deserve, some end up getting overrated. Dilla, for example, was actually in Madlib's shadow, believe it or not, when he first started fucking with Stones Throw. Madlib had already gotten fame from the Lootpack. Now people look at it like Madlib is Dilla's disciple. Big L was Lord Finesse's protege and nothing more. Now EVERYONE is like "Big L is like the greatest emcee ever!" and when you ask "so, do you know who Lord Finesse is?" they say "who?" Pun was only big on the underground and with some mainstream cats, probably at about the level Del Tha Funkee Homosapien is known today, Eazy-E was just "that cat that rapped with Dr. Dre back in the day," and Proof was just "that one dude in D12."

But Ive been listening to Pac's albums while he was alive and I cant honestly name a MC that deserves to take his spot for a top 10 all-time list
Sure, if he stayed alive longer and put out more work, he would be more acceptable, is it because he died in the 90's thats why people cant accept him?
