Empire in the 21th century simply doesn't work anymore, the Roman empire lasted 1500 years and still fell, the US is destroying itself in this way, creating constant enemies and constant wars. Remember, the Soviet Union fell in the same way, they got bogged down in wars and conquest at the expense of infrastructure at home, in this way they neglected the real problems at home and eventually they fell from within.

We can make assumptions, it would be utopian to say something in particular. Firstly we need to ease tensions, rely on diplomacy and support democratic changes rather then invade or act like the police of the world. The recent Arab revolutions are prime examples of change occurring from within not by invasion. Secondly, if we go that far in proposing an alternative to this whole criminal and imperial system, you already know i would propose a libertarian socialist system, it doesn't matter if its anarchist or not but it must be based on cooperation rather than competition and mutual aid rather than greed. For an insight i would go for a PARECON ( http://en.wikipedia.org/wiki/Participatory_economics ) like economic system, where communities and workplaces are run democratically and self managed by their citizens and workers. In a nutshell i favor greater democracy in all spheres of life, in this way people will not submit to ones will or only one proposition.

Now? hell no LOL but the seeds are planted , it will eventually happen spontaneously just like the rise of Republicanism after the French Revolution and similar events, plus such a system works perfectly it worked in ancient times for thousands of years and it worked in the 30's in Spain for a few years and hell it even works now days all over the world even in the US through the workers self managed businesses.
