I think a case can be made that there is a reason that there is a sub genre of instrumental hip hop, but there is no such sub genre for acappella hip hop unless you account for beatboxing, which is a beat. Straight up acappella hip hop without the beat usually falls under the categories of poetry or battle rap or something else, but it is often not considered music (though I would say as long as the artist creates a rhythm it is, in fact, music). Hip hop music involving a beat and no vocals is far more popular than that involving vocals and no beat, and I think that makes sense. The beat is the true musical aspect of hip hop. Without it you just have a guy speaking rhythmically. I want to try to experiment with a track though where the only sounds besides my vocals are sound effects that help accentuate the story. I'm wondering if that would change peoples' perspective (including my own) if it came out dope.

Sure, that is taking one without the other. But if you got both, which one is more important to be good? For example, if you got the perfect beat, beautiful in all ways, then you got the rapper talking about his money, bitches and all of that. Or if you got a terrible beat, but the very best lyrics? I think that if you're gonna bring a message, have your brain in place. I wouldn't listen to either one of them though. So maybe it is 50/50.
If the question is what is more essential to defining hip hop, it is the beat, as you explained above, it's the much more musical part.

IDK , in a normal hip-hop song i put lyrics over beats ,the content is more important than the wrapping

imo the beat is what makes or breaks a song, since the beat is what the person hears first and it is the first attention grabber for the listener. And then if it has good lyrics thats something that the listener him/herself will notice at his own pace

i agree with this one, what catches my attention first is the beats, the melody.. i'm a huge beat person though.. and then the lyrics and flow are a big bonus..if the lyrics suck,i can always listen to the instrumental....have to admit no matter how much i luv the lyrics, it sends a great message but if i dont enjoy the beat.i will only listen to it once..i also agree it depends on the artists..but if lil wayne started spitting on premier beats, i still would not listen..for one..he's a looser to me, and 2 i hate his winnie voice that sounds like his nose is plugged up..he'll mess up any good beat in my opinion :) that's where the instrumental comes in again..
